Musty Odor
A musty odor in the basement, is most likely, due to mold, mildew and dry rot. Mold live in areas that have more than 50% humidity, which likely means that the basement has a leak.
Damp Spots on Walls
Discoloration, white or dark outlines surrounding a discolored area indicates the presence of a leak or substantial moisture has penetrated through that area.
Dry Rot
A brownish-black fungus grows on walls, clothing and other surfaces. Dry rot is a byproduct of the decay process. A repair process in this case must include finding and remediating the source, anything less is useless.

In a high water table area, water accumulation and mixing with mud create tremendous pressure resulting in cracks and sometimes bursting of a wall. Identifying the right cause and proper fix is a must.
Warped Paneling
Warped paneling is a sign of excessive moisture. Finishing a basement with moisture issue is a waste of money. Anytime you want to finish the basement, make sure it is dry.
White Chalky Substance on Walls
Excessive moisture is also a cause for breaking down the cinder blocks or poured foundation. Sometimes leading to calcium leaching out causing the presence of white chalky material on the wall. A prolonged exposure to excessive moisture can lead to disintegration of the cement and loss of structural integrity.
